is not the verdict.
These are real government records, hearings, and commissioned assessments. Their existence proves that programs, debates, and documents existed. It does not certify every claim inside them.
This page is intentionally unlisted and marked noindex, but it is not secured: anyone with the URL can share it. Sources are labeled so a documented program does not quietly become a demonstrated power.
MKULTRA
TL;DR In 1953, the CIA created an umbrella research program seeking methods of behavioral control amid Cold War fears.
Official records and congressional investigations document unethical human experimentation, unwitting subjects, hidden sponsorship through outside institutions, weak oversight, and the destruction of most files in 1973. Later financial records expanded the known scope; a 1977 Senate hearing reported involvement by 86 universities or institutions. The history does not show that reliable mind control or telepathy was achieved.
STARGATE & remote viewing
TL;DR U.S. intelligence agencies funded remote-viewing research from the 1970s into the 1990s.
CIA's current historical summary says some laboratory outcomes appeared to exceed chance, but the results were too unreliable, inconsistent, and sporadic for intelligence use. Remote viewing is not identical to telepathy, and a statistical anomaly is not the same thing as information specific and reliable enough to act on.
The 1995 disagreement
TL;DR The same research record produced sharply different expert interpretations.
Statistician Jessica Utts argued that the experimental record supported anomalous information transfer. Psychologist Ray Hyman argued that methodological limits and the lack of decisive independent replication prevented that conclusion. The commissioned synthesis found no demonstrated operational value and did not recommend continued intelligence use. The honest archive shows all three.
The Gateway memo
TL;DR A famous 1983 Army-authored memo tries to synthesize consciousness exercises and physics analogies.
Its presence in the CIA Reading Room means the memo entered the archive. It does not mean the CIA experimentally proved or endorsed the framework. Read it as a historical reasoning artifact: imaginative, culturally influential, and far more speculative than a validated scientific finding.
Try the question fairly
A personal test should be designed to disappoint you. Science is rude like that—usefully.
- Pre-register a finite target pool.
- Randomize only after the viewer is isolated.
- Time-stamp every response before feedback.
- Use several blind judges.
- Score every trial—including misses.
- Repeat before interpreting.
